As the newly elected interim board starts sifting through the report from MNP on the Downtown Facility and Field house, they've already began to notice flaws in important areas.

For instance, there was no clear job descriptions or a list of expectations outlined for employees, making it nearly impossible to hold some accountable when issues would surface.

"It creates challenges because it's hard to evaluate an employee on how well their doing their job if they don't have a clear sense or if there's not a clear sense in the organization of what the responsibilities of that job are," said Parks and Recreation Director Ted Schaeffer, who is the acting CEO.

He went on to say there was no structure or organization in many sections throughout the entire list of employees at Mosaic Place and Yara Center.

"There was a clear lack of policy procedure specifically identified (and) there wasn't a lot of HR (Human Resources) policies around recruitment, hiring, compensation and there was a lack of well-laid out job descriptions for staff there that would have clearly indicated their roles and responsibilities."

Council continues to review and possibly re-write the governance bylaw for the DFFH, a new interim board has been appointed, made up of Councillors Brian Swanson, Scott McMann and Crystal Froese.
