The push for the ward system is back at Moose Jaw City Hall.  Bill Jennings feels the issue was not resolved when the ward system was defeated in a 2012 referendum.

Saying it offers better representation because you know exactly who to take a complaint to since each councillor would in charge of a neighbourhood, Jennings wants the matter re-examined.

"You're always going to have pros and cons, no matter what system you go with." said Jennings. "With the way the city is expanding... eventually, we are going to have to go with some sort of ward system. I would love to see the city petition with the province to change the Cities Act to allow the hybrid model and that way we'd have three options instead of just the two."

Right now, you can either have the ward system, where the city would be broken up into neighbourhoods or you have an at large council, where every councillors represents the entire city and that's the model we use right now in Moose Jaw. But the hybrid model allows for a mayor, a council for the north and south half of the city and then four quadrant councillors, so we'd vote for three people each time.

For now, Jennings is not pressing for another referendum, he just wants to start the debate again and hopes that the idea takes off.
