Tonight the regularly scheduled meeting of Moose Jaw City Council will be held at City Hall and on the docket for discussion, this week are dogs and bikes. 

City council will vote tonight on whether to keep or remove the no dogs and no bicycles signs from Crescent Park. There is currently no specific bylaw that restricts bicycles in Crescent Park. If the motion passes, dog owners will be expected to keep their pooches on leashes and clean up after them. 

Council will also discuss the City's debt limit. In 2017 the Saskatchewan Municipal Board approved a debt limit for the City of Moose Jaw of $95 million dollars.

In December, that limit will be subject to review. City council is requesting that the Saskatchewan Municipal Board maintain that limit. 

The City’s current debt level is $61.6 million as of June 30, 2019. Anticipated future borrowings include $20 million for waterworks infrastructure funding in 2020 and $5 million for automated water meter infrastructure.

The cost of borrowing is the interest that one must pay with respect to the debt borrowed. A $95 million debt level at a four percent interest rate borrowed over 15 years would result in annual interest payments of an average $2.1 million. 

The City has applied for federal and provincial infrastructure funding and if successful this would reduce or eliminate the need to borrow in 2020.

Also up for discussion tonight is the Moose Jaw Community Clean-Up program procedural guidelines. 

On June 24, council approved the creation of the program to encourage community groups to aid with litter control and to create a sense of ownership within the community to keep Moose Jaw clear of litter. The program will run twice a year, for one week in the spring and one week in the fall and will cost the City approximately 900 dollars for safety vests, garbage bags, and gloves.
