The Government of Saskatchewan released its framework for cannabis legalization last week, outlining a plan for the distribution, sale, and use of cannabis in the province.

Some key details in the release are that consuming cannabis in public spaces will be prohibited, and that the province will allow up to 4 plants grown per household.

Moose Jaw Chief of Police Rick Bourassa says now that the framework has been released, the police department can begin work on the next step.

"For police...what we will do now as we get the legislation, and as it works its way through the proper channels – we will begin to put our processes in place to make sure our members are trained, we're properly equipped, and that we understand what the requirements of the legislation are and that we implement them properly."

Bourassa says there was one piece of the legislation that stood out to him.

"One of the key points I noticed here is about consuming cannabis in public spaces - which would be prohibited, which very much mirrors the alcohol regulations and legislation in Saskatchewan. That's very useful not only from a public health perspective but also from an implementation perspective for police."

There will be 51 retail permits available in 32 communities in the province, with five communities opting out of having dispensaries including Pilot Butte, Biggar, Kindersley, White City, and Shellbrook.

"I'm feeling quite optimistic that we will have a fairly smooth transition as this societal change occurs. We will learn a few things as we move along, and how to do things a little bit better. I'm quite comfortable that we, across the province, will be able to take our policing role and move it forward smoothly.”
