An update on the Cast Iron Watermain and Feeder Main Replacement programs was presented to city council on Monday.

In 2023, just over 1.6 kilometres of failing water main pipe will be replaced at the following locations:
- Duffield St. from Skipton Rd. to 5th Ave. SW
- Skipton Rd. from Coteau St. W to Grandview St. W
- Scott St. from Coteau St. W to Duffield St.
- Fairford St. W from 5th Ave. NW to 8th Ave. NW

The following budgets were approved:

WW-9 Feeder Mains
2023 - $3,500,000
2024 - $3,000,000
2025 - $1,500,000

2027 - $1,500,000

WW-17 Cast Iron Watermains

The individual tender for Phase 8 closed on February 28, 2023. The contract has been awarded to NIS Contractors Ltd., the same contractor that ran Phases 5, 6, and 7. The 2023 contract is 1.7 kilometres.

The total budget for 2023 is $5,550,000 and is broken down as follows:
Watermain Replacement - $3,950,000
Concrete Replacement - $100,000
Sanitary Sewers - $700,000
Private Services - $800,000

Phase 8 will be the first year that the repayment cycle has completed for private side services - the terms that home and business owners are presented with are to pay the cost of the replacement in lump sum or financed over seven years. Engineering will consider presenting to council an increased budget submission in future phases to match the cost of private services.

Phase 5 saw 76 private services replaced at a cost of $763,516 (15.35% of contract). Phase 6 saw 72 private services replaced at a cost of $739,680 (14.08% of contract). Phase 7 saw 116 private services replaced at a cost of $1,401,594 (20.13% of contract).

Asphalt overlays will be completed in the year following construction. Trench restoration will be completed the same year as water main replacement is completed. In instances of low amounts of service, connections road overlays in the same year will be considered. In instances where considerable road and structure removal occurs because of construction, or a road with poor condition rating, full structure road rebuilds will occur the same year as underground construction.

An open house to discuss the cast iron watermains is scheduled for April 12, 2023.

WW-9 Feeder Mains

The Request for Qualified Contractors for the 16th Avenue Feeder main Replacement Phase I closed February 9, 2023. The 16th Avenue Feeder main will be rectified in two phases and will include upgrades to storm, sanitary infrastructure, as well as remediation and replacement to roadways and sidewalks. Phase I will be from Grace Street south to Stadacona. Phase 2 will be from Grace Street North to 13th Avenue.

The total budget for 2023 is $4,700,000 and is broken down as follows:
Feeder Mains - $3,450,000
Sanitary Sewers - $400,000
Paved Roadways - $500,000
Storm Sewers - $300,000
Private Side Services - $50,000
